The founders of the USA anticipated a mostly "educated" electorate as the educated were more likely to own property. It's been my experience over the years when voting to see very similarly confusing language regardless of the legislation being proposed. While it does need some level of legalese in order to stand up in court it should read easy enough for the masses to understand. I will add a caveat though, the electorate should be prepared to know ahead of time what they're voting for and in this case they could have easily figured out whether their vote should have been yes or no depending on their preference. Thanks Erick, you're still doing a good job IMHO.

A majority of Americans read at a 6th grade level, is it any surprise there was confusion? I am starting to believe things like this need to be written in crayon and accompanied by illustrations so people can understand them.
