It actually doesn't matter which administrations ATF made the rule. The fact of the matter is that no government agency should be making law. Now we need a similar ruling about the entire batch of alphabet agencies who are busy regulating everyone to death. If it can't be passed as a law in congress, it shouldn't be an enforceable law. That applies to ATF, EPA, Dept of Education and a multitude of others.
