Why does that matter? It keeps what the end customer pays the same and produces no book loss for the producers.

Let's say China was at 10 yuan per 1 USD. Let's also assume Widgets were $1,000 per widget. And the US Government put an average tariff of 18%. A Widget would be $1,180 after tariff.
What if China devalued the yuan against the dollar 20%? Now, the ratio would be 12 to 1. $1 will buy 12Y.
Before the good cost 10,000Y and then 11,800Y. The price before was $1,000. After was $983.33. So, who paid the tariff?
